Dublin Nightly Water Restrictions will remain in place until next Monday

Due to the ongoing serious production problem at Ballymore Eustace Water Treatment Plant, Dublin City Council, on behalf of the four Dublin Local Authorities, is urging consumers all over the Dublin region to conserve water, in an effort to restore levels in our treated water reservoirs to normal.

Nightly restrictions, which are likely to lead to a loss of supply, will be put in place from tonight, Thursday 31st October from 8.00pm in the evening to 7am the following morning. Restrictions will remain in place until at least next Monday 4th November, and will be reviewed on a daily basis. This will assist us in replenishing treated drinking water levels to a normal level.

The reason for the restrictions is due to a serious production problem at our Ballymore Eustace Water Treatment Plant, which has caused a significant reduction in water production since last weekend. Prior to this, we had introduced reductions in water pressure during the night in an effort to replenish storage levels, but this did not achieve the desired effect. Dublin City Council engineers are continuing to work around the clock to identify the cause of the problem and to mitigate the effects, but as previously stated, it may take some time to completely resolve the issue. It should be stressed that there is no problem with the quality of treated drinking water or with storage levels of untreated/raw water.

In an effort to maintain storage of treated water at a sustainable level, we are continuing to ask consumers to help us in restoring adequate water supplies by restricting their use of water as much as possible. We are asking people to visit www.taptips.ie for easy water saving tips. We will be shutting off supply each night this week in order to conserve supplies. While we will make every effort possible to maintain pressures during peak demand periods, pressures will be reduced during the times indicated above. This will result in lower pressures and loss of supply across the entire Dublin region.

The four Dublin Local Authorities apologise for any inconvenience caused by these restrictions and will do everything possible to minimise their scale and duration. We are asking consumers bear with us while we work to restore the water supply to normal. The Dublin Local Authorities greatly appreciate the efforts people and businesses are making to conserve water.

The water restriction will not impact on Dublin Fire Brigade’s capacity to deal with any incidents which may arise on Halloween Night.

Vehicles over 4.65m high not permitted on Irish Roads from 1st November

Under national regulations 4.65 metres is the maximum height of any vehicle permitted on Irish Roads from 1st November 2013. This means that from that date Dublin City Council will no longer be permitted to issue transit permits for Heavy Goods Vehicles over 4.65 metres in height to transit the 5+ axle Cordon in Dublin city.

Statutory Instrument No.366 of the Road Traffic Regulations 2008 sets the maximum height of vehicles at 4.65 metres. A five year derogation period, from 2008, had been granted to operators of vehicles over 4.65 metres and this will end at midnight on 31st October. It has not been possible to register a vehicle greater than 4.65 metres in Ireland for the last five years.

Dublin City Council is currently using 30 VMS signs around the city to notify HGV drivers of the implementation date and has placed update information on www.hgv.ie which is the website used to apply for these transit permits.

Dublin Port Tunnel opened in December 2006. The tunnel was built to best international standards and has been an enormous success. It and the attendant HGV Management Strategy have taken approx 4,000 HGV trips per day out of the city centre. The HGV strategy prevents vehicles with five or more axles entering the Canal Cordon in the city centre from 07.00-19.00hrs between Monday and Sunday. The maximum height of any vehicle entering Dublin Port Tunnel is 4.65 metres and from 1st November this restriction will also apply to Irish roads generally.

For a period of 6 weeks from Monday 21st October 2013, Dominick Street Upper will be made one-way northbound between the junctions of Bolton Street / Dorset Street Upper and Mountjoy Street. This diversion is necessary for the Luas Cross City Cellars Contract

Road works will take place in Clonee this Monday from 8 AM to 4 PM on the R149 (Clonsilla Road) in Clonee Village from the junction of the R156 (Main St, Clonee) to the entrance of Summerseat Housing Estate.

A stop/go system will be in place for the duration of the works.

Expect delays.

When can bins be collected in Dublin?

Ok so we get a lot of questions about bin collection times, especially during rush hour. While bin companies tend to avoid these times as it just makes their jobs more difficult they are allowed to collect at this time in certain areas of the city.

Dublin City Council Bye-laws for the storage, presentation and collection of household waste 2013 Section 7 C

An authorised waste collector shall only collect household waste or commercial waste outside the Central Commercial District on the  designated collection day between the hours of 6:00 am and 9:00pm Monday to Friday, and 8.00am to 8.00pm on Saturdays, Sundays and Bank Holidays, unless otherwise approved in writing by an appointed person.

and section 7 d

An authorised waste collector shall only collect household waste or commercial waste within the Central Commercial District on the designated collection day between the hours of 7.00pm to 12.00
midnight, unless otherwise approved in writing by an appointed person

In case you're wondering where the Central Commercial District is, this is it:

Effectively all this means that each company has had their route, day and time authorised by DCC. What we would like is that if you see a bin truck collecting household waste to send us in the company name, day, time and the location of the collection and we can see if they are authorized to collect there and then.

Casualty Reduction in Dublin

The Casualty Reduction Campaign which has been on the go in Ireland for the past 4 years and has been a great success in the past. However this year has seen an overall increase in fatalities in the Dublin region. At the moment 15 people have died on Dublin roads, an increase of 7 on this time last year.

The Casualty Reduction Implementation campaign for October and November is aimed at reducing deaths and serious injuries. The plan is a multi-agency plan which includes the Transport Authorities, Local Authorities and Transport Stakeholders. Each organisation is contributing in an effort to make our roads safer for all road users.

Key elements of the plan

A number of Districts, identified in the Plan, where increases in Fatal and Serious Injury Collisions have spiked, will receive particular attention.

Full use will be made of ANPR vehicles during this operation. An Garda Síochána Analysis Service has identified a direct correlation between incidents of fatal/serious injury collisions where a disproportionate amount of drivers involved have a criminal record.

Outlying Divisions, DMR West, North, South and East supported by DMR Traffic Division will provide high visibility and enforcement activity during peak hours 7am to 9.30am in the morning, Monday to Friday, as motorists enter inbound 50kph zones from High Volume Arterial Routes. Evening patrols will reverse this procedure, from 4pm to 7.30pm, concentrating from the inner Divisional limits on –outbound routes.

Inner City Divisions, DMR North Central, South Central and supported by DMR Traffic Division will provide high visibility and enforcement activity during peak hours in the evening, Monday to Friday, as motorists pass from 30kph and 50kph zones outbound towards High Volume Arterial Routes.

Special Road Safety Operations will be targeted at key offences which contribute to fatal and serious injury collisions;

These will consist of high visibility MAT checkpoints with a view to maximising the number of drivers breath tested and providing a strong deterrent during the October Bank Holiday Weekend

The Road Safety Unit will co-ordinate a series of interactive awareness locations to educate vulnerable road users.

Mountain Bike patrols and Segways will be utilised to target Road Traffic infringement by pedal cyclists (red light running etc).

3G ANPR/PUMA equipped marked and unmarked vehicles will be utilised to their full extent throughout the course of Casualty Reduction Implementation Plan and in tandem with operations.

The 50 kph speed limits is strictly enforced on inbound routes in the morning and outbound in the evenings paying particular attention to Public Service Vehicle’s and motorcycles using bus lanes.

LUAS Red Light Enforcement - Queen Street and Benburb Street

An Garda Síochána have identified the top ten locations for speeding in the Dublin areas, these locations in particular will receive targeted enforcement.

Here is the list of those 10 places, based on speeding enforcement, and the average speed (km/h) over the limit applying to that location.

Fingal County Council – Celbridge Road (21.6) and Cappagh Road Finglas (23.5)

South Dublin County Council – Naas Road (multiple locations ranging from 23.6 - 32.5), Ballycullen Road (27.8) and Dodder Park Road (26.7)

Dun Laoghaire/ Rathdown County Council – Drummartin Link Road (26.8) and Temple Hill Blackrock (26.1)

Dublin City Council – Dublin Port Tunnel (24.6), Swords Road, Whitehall (28.4) and Wolfe Tone Quay (21.4)
